Backlinks on relevant forums, Q/A sites, Medium and free guest sites

Keywords and On page is also good and ranking more than 50 keywords Or should I focus on paid Guest sites?

I've been trying everything to increase my website's traffic, but nothing seems to work. Every month, I create 150 backlinks, but they aren't bringing in any traffic. Even though I'm using forums that are related to my niche, I still don't see any improvement.
