The last thing I would use a VPN is for botting. A vpn is good for simple things... like data mining, logging into different types of email accounts, posting on a sites contact us page. People use them for so many diff things the likelihood of someone banning all 200k plus ips for logging into...

It depends on what you are trying to do? What site are we talking about? You may not need private proxies... use a VPN... with HMA you have a pool of thousands of proxies from diff states/countries. Does the iP have to be the same, or just the same geo location?

For the site - I would go with $400/500... design 2/300... it puts you a little short of 1k. He is in India, not American. I would personally just start my own hosting company. Use your own vps with cPanel. I personally hate GoDaddy hosting... worthless. Decide on a decent hosting company with good prices, order a vps - not their reseller. Just a vps, and use the the quick install modules for billing/account info...
