IMO, it would be cheaper to pay for a tool than waste hours of billable time looking for a free one. Probably not the answer you wanted. But that's how it was in my experience.

What's your ad format? Is this for you or a client? Prove & earn trust with CPC, but have some level of tracking and measurement in place to show CPA. At least then you can pitch up to CPM - but that's going to take time as part of a mix and shitty stock creative just won't cut it.
