Try to duplicate the campaign maybe it's a bug, if that won't work check the account quality and billing sections that you don't have any restrictions due payment holds or missing tax info or some shit like that.

My FB profile had been locked and FB asks me to verify myself with a code that will be sent to my phone, Usually when this happens I can choose to get the code by an email, but this time the only option I have is to get the code by phone and I don't have an access to that code anymore, does...
