I disagree. My experience taught me that users who use hashtags are just some like and follow junkies there aren't active. The best people to work on are people who comment on an already existing profile. Those people tend to be much more active than those gained via hashtags.

When i first bought a shoutout for my new profile on a 1m page which had for sure fake followers i didn't gain even 300 new followers. But then i found another page with 950k and bought a shoutout there (it was same niche) and gained like 1k new followers in a hour. The usual price on a 1m...

I think earning via sponsored shoutouts is one of the easiest and safest way. The only problem is getting a partner who is willing to pay for a long period of time.
