Here is my review: Promised deadlines were not met, the landing page was pretty good for the price. Had to add some of my own HTML because OP had to wait another 24 hours for his designer to add an html embed code. By the time the theme was sent back with the embed code I had it put in myself...

I would start with 10 PBN domains. Build them up and create pillow links. Then build more. It's possible to rank with less than 50 PBN links if you are finding high quality domains.

Not saying build your blog network on De-indexed domains but to answer your question, they still flow some kind of link juice.
