You messed up your appeal. I haven't had an appeal declined in two years after I figured out what google needs for them.

If you open an account on Microsoft Edge on a mobile device you will get the SMS verification option. The account will eventually get an "unusual activity" notification so use a number you can log back into again. Once you get through the unusual activity thing, it's good after that.
