I found that it's not safe to reuse a card linked to a permanently restricted account. I tried it once and the account got banned again very quickly. The agency said it would be better to link a new card that has never been restricted.
I think it was necessary because last time i ran ads on a brand new account, and the campaign was immediately flagged. Now I usually warm up about a week before running a campaign and it’s much more stable
