What type of paypal account ?
When I was looking to upgrade, I selected "Business" account first and they wanted me to fill out and submit a long-a$$ online form. So I went back to select "Premier" instead and it said, "Congratulations, you have been upgraded to a PayPal Premier account." That was easy. :)- Pimpin
