Vine is SUPER inactive. Totally agree with that it seems weird, but in actuality its pretty common. Even some of the biggest accounts on vine only get around 2%-5% interaction.

Shout outs are extremely more beneficial than any other form of promotion. You're guaranteeing that your content will be on the feeds of their users. By default that's better than chancing people looking at your post on the popular page.

I would have to say that my only concern with this is how much interaction your getting. Are you actually getting likes and comments? Or is it only followers.

My experience with Vine has been that posts during hours that you have spare time are best. Early morning is actually really good, and right before dinner as well. Both are when people have nothing to do, and generally occupy their time with social media.
