Getting a few articles written is all part of the cost of a PBN. I've you've done your homework and the domain is all good it will index eventually and having content on the site can only help the process.

Put the site through a backlink checker tool like ahrefs or majestic and see where the links are coming from.

Think he means something like Authority Link Network - (if that's what it was called - been 5 or so years) You don't even need to pay on a monthly basis, a lot of PBN links are a one time payment.
