odesk is a great place. I use that site all the time. Many professionals there even tons of programmers. Worth to check it out. :)

yeah get the entire abode suite and he's all set. :D Photoshop and dreamweaver are a great start. :) I suggest him to start learning those two first for now. don't give him too much. hahah

It depends on how professional and unique they are. If it's a lot of illustration work, then i would charge a lot more. I say between $50-$200. If you plan to use clip arts and add text etc etc.. 5-15 bucks.
