301 to your money site would NOT pass any link juice.. the only benefit would be that you might get some traffic from the links but not from Google rankings. Reporting a website won't do anything, unless it isreported multiple times by different people. Google doesn't have the resources to check a single report. I recommend taking the legal route, without spending any money on lawyers.. just find ways to scare the guy or to make him think that this...
