You can contact the Bing support. They answer pretty fast. Maybe your website got stuck in their algorithm

Maybe a reason Also check for crawl errors in Bing Webmaster Tools and try to resolve them

For me Bing took a lot of time to get started (3-4 months). It didn't help how often I requested indexing or using indexnow.

It sounds like you’ve covered most of the basics, but Bing can sometimes be tricky. One simple suggestion: check your robots.txt file...
