What number of back links for a new site is resonable to do without getting sandboxed by Google?

We have added into our enterprise CMS tool the QR dynamic generator and tracking, we are seeing good results; the marketing companies we empower are coming up with some fantastic ideas on how to use it. I highly recommend this compared to TXT codes and similar products.
