for me ( which Iam noob like you ) I've tried both Blogger and Wordpress Blogger is very basic and simple, you wont have problems with it Wordpress is a little bit difficult for me, but am comfortable with it Word press gives you full control on your website and it looks sexier than Blogger :D

It depends on your website but, Yes. . I think you probably should do it From what I read ..It helps you to rank up your website a little bit even without backlinks and makes your website to look more interesting
