They are good because if you try to add a non interesting website to it you will be banned immediately (or really fast) by moderators. Search Engines are aware of that and consider that links that stays on Wikipedia are good quality.

Still effective when done carefully. Don't interlink them to each others. If something is working on a website it doesn't mean it will work on another one.

I don't know about your field but I know that if you don't have any good reviews yet, companies are not willing to pay a high price for your services. I would advise you to offer a free service (that doesn't require you too much time) as an introduction of your skills. Or something really cheap...
If you haven't post anything since 2013 websites have probably less value. But you can still try to re-launch them by publishing new articles. I'd say at least twice a week and related to the previous main subject.
In my opinion there is no risk in linkbuilding with low quality backlinks (PBN or guest posts). The only problem is that you'll pay for them and Google will just not considerate them.
