I would email him directly, google, and his hosting provider as well. Getting hit from different angles may make him reconsider. If he is outside of your country though, it is going to be tough to do anything of a legal means.

Without text, how would google know what was the relevant ad to serve?

Paypal doesn't allow adult generally. I've seen ad networks get around it, but actual adult sites eventually get shut down, unless something has radically changed over there.
