Filter on OBL for Tier 1 (< 30). Use only contextuals for Tier 1. Templates that comes with bought lists, could have set the re-post multiple times to the same domains (think its under scheduling). I would decrease this number, and try to achieve as many unique domain Tier 1 links as possible...

Interesting, going to give one of them a go (probably serlinks). Coding my own custom extension to GSA SER for Tier 1's right now, having good progress at the moment, hopefully those links will act as really good buffers/additions.
