A crackdown by fiverr probably, every so often entire fiverr niches get shut down usually for being horribly against another websites TOS.

Having a script that switched proxies, clears settings etc will be a lot easier and more affordable than setting up, paying for, and managing 10 different VPS. You are right about some proxies leaking or not being clean, but if you look in the marketplace there are plenty of verified sellers...
