The niche was "911 Calls" , i just uploaded a video with 5 random/scary/funny 911 Conversations , Came up with a Catchy Title , a good Thumbnail (BOOBS) , 121k views in 4 months and still counting :D

Yah sure if you got the permission from the Owner of the video you can upload + Monetize that video and i would suggest try upload a couple of your own videos and see if they get Monetized or not , if Yes then just get the permission of the Owner and upload the video and make it VIRAL.
