I saw this video on YouTube, this person's account suspended for circumventing policy and all she did was cancel her account and she is all set to run ads again. Do you think this will work? it seems too good to be true

So apparently someone on youtube got suspended for circumventing policy and all she did was cancel her account then set up a new one. The video is one week old, with 168 views. From what I am reading from you guys, I am pretty sure that her method is too good to be true. Thoughts?
