I'm using After Effect, but you need good understanding of the software. If you put some time to learn it, it well worth it. After Effect is not free software.. :)

I would vote for After Effect + Premier Pro, now if you are familiar with photoshop, then think After Effect as a video version of photoshop.. ;)

Yes, ChrisX is totally right.. Time Remapping would be good option..if you want to change the speed of the whole animation. (making duration of the comp longer..= time remapping), so to do this... you'll need to get all the animation comp.. in to a new comp, .. or you can Pre-compose all layers...
