Why do you think it shouldn't cost more than $5million? Does $5 million sound like a lot to you for sensitive institutional research and development and covert dispersion? Would the $5 million cover the cost of to keep the team of virologists silent?

So when target vaccination rates of >50% are reached who will they be replacing them with? Why only the top companies? What special access do HR people have to information? If staff in the HR department are vaccinated will they be replacing themselves?

The requirements are pretty laborious but on a site that literally discusses how to circumvent protocols, use fake accounts and bots it would be an unmitigated disaster without these restrictions.
