You are definitely over-thinking. Unless you are trying to compete with Netflix, spending this resources is useless. There are 100 million dollar companies out there with a smaller IT department than this.

I am not rich. However, my experience and my knowledge tells me that in order to be rich, you need to be a good salesman. Being smart and talented is not enough, If you don't know how to sell your skills or your products.

Honestly, it shouldn't take alot of dev time, it is quite simple. Try finding a proper cms solution, and if you need custom features, hire a freelancer to do it. If you start getting alot of traffic, you might want to find a solution to optimize the speed of your streams.
