Its similar to email you select a provider sign up then select a client and login and you can message others encrypted using OMEMO or OTR (these have to be supported by your client) popular clients are gajim and pidgin, server providers can be found with some google search.

Thank you, could you try using a commercial or free VPN (like Mullvad) in place of the residential proxy for a account? This would help me since I do not have access to residential proxies and would like to know if I need to buy some before.

Sounds like Chines firewall issue, you might need a VPN or signal proxy. were you able to use some a provider like smspva for the number? The cloud phone was using a data center or residential or 4G or VPN IP address?

I would like to create a signal account under an android emulator, since I am running linux can this be done within the android-studio emulator? How strict is signal on device fingerprint and proxy? can Tor be used? does the proxy country have to match the phone number?
