Travelpayouts have consistent commission rates and have more tools compared to HotelsCombined. And also they provide a dashboard for the affiliation of multiple services like travel insurance car rental etc. And they are affiliated with most of the airlines and travel agencies around the world...

@mikeid77 I have been using both travel payouts and HotelsCombined ( Now kayak) for the last couple of years. Both have their advantages as well as disadvantages.
