i need someone to locate a smart phone position in turkey

it's kind of rescue someone from real danger ... i am in Syria and because of the situation there we have a friend to know where he is depending on his phone number that was stolen from him by the kidnapper

the person i want to trace his location hiding in some where and i cant touch his phone to install any program on his phone i only have his phone number ..

i am sorry for that but i am new at this field but simply all want is to track someone's smartphone or location with any tool or service .. if its free or not i am sooooo ready to deal. note : i just have his phone number and his own passport.
