No problem with multiple accounts per IP. Facebook is more sensitive to your accounts behaviors. But if you dont do spammy things, why would you want to manage hundreds of accounts?

I am limit to 10 accounts/IP. No sign of roadblocks relating to IP so far. I think what you are doing with those accounts are more important than the IPs you are using. FB doesn't care if your accounts are moving all over the places with different IPs. Just remember the cookies of last session...
You hit dead end. This new type of photo verification is the hardest of all roadblocks. Just move on, make another account, this time with private proxies.
