Yes, this is usually because of anchor texts. You can even buy expired domains that will still rank for certain KWs based on their anchor texts without using the KW on your 'new' site.

If you're ranking page 2 your linkprofile is probably fine, you may want to take a look at your on-page & internal links. I've managed to get dozens of pages out of this so called 'sandbox' just by making sure they're not overoptimized (KW%) and creating some relevancy by using internal links...

I'd say the second option. If the site has authority (DA34) all you really need to do to easily rank for anything is make a seperate page for it with proper on-page + a handful of links. Ranking high authority pages, like your homepage, for lots of keywords is possible but it'll take much longer...

Try inserting some relevant internal links and make sure you're not over optimized (mainly your kw density). These actions have helped me get from page 2 to page 1 dozens of times.
