You can do it manually if you're working on a small scale. I work on a large scale so I automate that process. I scrape the users and save them to lists for following.

I haven't dived too deep into hashtag analysis, I would like to very soon though. I sometimes do a quick search on hashtagify or some other place just to get related hashtags, but usually I just analyze my competitors posts and hashtags they used. I eventually build a list of hashtags this way...

I would build social media as my base, for the long run. If you have some budget to spare, you could run some FB ads for example.

One part is gonna depend hugely on the quality of the list for what you are targeting. It is possible to get users or anything from emails basically, provided that it is of good quality.
