As stated in the OP, we had the original coder make the program 1 year ago and invested into companies afterwards and that was our prime focus. And yes we are low on funds right now, that's why we're running this program again and will continue to run it and we're not looking for a 'free tool'...

You should probably be ok if you put an offer on a domain and then post the domain instead of directly posting the affiliate link or a shortened link etc.

Yeah you can sell shotuouts and you can also promote things such as CPA offers and PPI offers as well. A whole bunch of different ideas, the sky is really the limit with an audience of that size.

Personally I just love doing it the classic manual way in order to get highly accurate results which I can test a variety of different ways. With that being said, Long Tail Pro is also definitely a great solution too.
