The website is specifically for one service, and there aren't that many cities that I am targeting (~15 total for now, so that's only 15 pages). So I think it's OK to tackle local keywords and these pages individually. Plus, I want to target a single city first...

Same boat as @davids355, I got a review copy and they managed to index pages that I couldn't get indexed for over a year. Only took a few days at that. I think that speaks for itself. Helpful with questions I had as well.
