I would suggest you to do not do that . Lately they changed a lot with policy in ADMOB and one of them is about framed /webview section. https://support.google.com/admob/answer/48182?hl=en I would avoid this monetization idea , mostly because future glitch "framed sites" violations.

Spaming GP its not smart idea these days ... you need more natural way to get visibility on GP . Many factors are now important when you want to rank your app quickly, not just review , retention rate is a key or at least good start .
