Google is trying to make it easier for the usual user: One account for all of their services. Thus, now you can login into youtube with your gmail account and can't create a separate youtbe account as you could until now.

Existing youtube accounts are linked with your gmail accounts. Otherwise, for a new youtube account, you need a gmail account.
