Carlos, I always found Linode's VPS's to be lightning fast.... I can typically get more performance from a 2 GB Linode VPS than a 3.7 GB AWS Server... i feel its because linodes storage is all SSD...
I have 2 cloud VPS's on OVH. Both hosted in Canada though. I find them to be a Good VPS provider....I have encountered only 1 issue over the past 3 years... that was a genuine issue when a cable tore somewhere in canada.

Cheaper: Amazon AWS
If you can code, or if you have a developer friend, why not simply write a a code to link your file upload script to your personal dropbox(dropbox uploader is availale as a dropin widget) or an amazon S3 bucket? That way you dont have to worry about either bandwidth, or RAM or storage
i like cloud vps's from linode for speed and Amazon AWS and OVH for pricing... But if you want to use a shared provider, bluehost is among the faster ones. dreamhost, go daddy and 1 & 1 can really suck the life out of a page load
