Also although the video is already gone, a video will still show ad's when someone has already claimed that video. So all the earnings made on the video will not go to the channel owner, but the content creator that has claimed the video already.

Yeah it's easier to just start up a new channel with a fresh new adsense account. No point in trying to revive it, going to take a long time.
