It does if you use content:"this is a text"; even if you use display:none; Why would Google show something in the meta description which is hidden? this will be confusing for the user as he wont be able to find that's string/text when viewing the page ...

I don't think so, if you're have a look at your web console you will that your browser is loading all *.JS & *.CSS files so they use data of your Wi-Fi quota, but I'm not sure about extensions or add-on that disable <script> tags within the page (or how do they work) but as far I'm concerned...
