How much for just a custom Drupal theme for an existing site?

I don't see this working well but if you go this route, I would recommend using .htaccess to present a password login so there is an actual HTTP error code and not just an empty page with a login form.

I don't have experience with ScrapeJet but Scrapebox is the standard.

I believe 1-2% is sufficient for density. I would have recommended DripFeedLinks or Dripable for diversity but after penguin, no one really knows if you can do diversity with low budget links or if high quality links are needed for everything. Do some searches on banklink profile.
