Just do the maths and see what is the ROI if you create one yourself. A decent 10 blog network will cost upwards of £1.5k with each blog having a minimum of 50 RD. Seeing metrics are useless nowadays as they are being games severely. But you can easily give powerful 5 OBLs from each of these...
Do you only sell one kind of service or do you have anything else as well ? Is it possible that couple of major forums did some spam complaints with them ?
Just go ahead and buy shared hosting from premium web hosts like HostGator, tier.net, turnkeyinternet and many other decent hosts who host at least 50k domains or more. This helps in hiding your PBNs in plain sight. Avoid cheap dollar one kind of hosts.
Possible if your ISP is the provider of that IP address and they are ready to allot you the same, IMO this will not happen except if you have to access to that internet connection which holds that IP
