Not free but i have got Blogzbot which i brought from the WF that can install plugins and themes if it's any use to you can't say how good it is as i havn't used it yet myself.

Well the best bit of advice i can give is first read all the "please read" threads in each section and then in each section click on the ratings column and all the best info rises to the top! :) should save time wading through all the shite hope this helps.
