I have not used yet, but observed HMA while in a webinar just now and yes you can designate city and state and the proxy was changing every 5 minutes. Looks great for simple stuff like Scrapebox and SENuke X.

I have not found anything better than Magic Submitter. You simply need to persist with understanding how to make use of it and the time to input your favorite/scraped sites and you have an unbeatable combo.
