Ok, so tiers give you a sort of safety net. Does the quality of the link juice diminish by a lot if it goes through a tier? If there's no disadvantage then tiers is the way to go, but if there's a trade off it seems like a waste to send a niche related pr4 link with only one comment to a tier...
