Definitely - create separate pages for each location. Make them unique and include some content that's specific to each location and relevant to the services offered. :-)

Take a really good look at the competing pages, sites etc. that G. is ranking for the keywords you are targeting. Your content, authority, engagement, recognised value, link equity etc. etc. should at least be as good as your competitors if you want to beat them.!:-)

Sorry to hear of your ranking hit due to the May update. Since you're not experiencing a penalty and your site is still ranking for many terms, the previous advice to wait a while is good. But you might also like to look at this post if you haven't already...

Search volume data in most KW tools is often way off - so I totally agree with that. But tools are still very useful - like G.Trends. I also like Keywordtool.io and SEMScoop.
