I would use GSA but think about, you will need content, Proxy, XEvile 6 (for this you will need 2 kind of Proxies) then Emails as well. You will get a nice result and this is the main thing.

XRumer is the best for Forum Profiles. and this you can use it for Tier 2+3 Surly, you can run it some times for Tier 1 but not full power :-) only for deversity.
