Usually the more backlinks the better but you need to make sure they are not spammy. Scraping dropped domains from authority sites is probably the best way.

it's usually down to your refund and chargeback ratio. if you can prevent those then you should be fine. unless your business model is specifically seen as risky by paypal, then you probably have no other option than rotating accounts and getting new ones all the time

Maybe they flagged you somehow? Might be that your setup leaks info at some point, be it proxy, cookies, or anything else
