i don`t think so. For sure there are accounts autorized by youtube . there are account witch can submit a takedown notice, and they don`t have right for content notificated...

No man. I know people who obtain a yt striker account. They can give strikes to any content witch don`t have rights to publish it, even if they don`t have rights for complained content..
