I did 301 to a site slapped by penguin 2.0, and it was first page till last update, so penalty was definetely not transfered until big refresh. I've done this to other sites with less success. I guess it depends, but haven't figured out when and why penalty is transfered.

in my niche I see one old affiliate site that was previously penalised back in first places. but all the rest in page 1 are genuine articles from autority sites or providers. 1 year ago there were 10 affiliate sites in first page, now 1. Time to change
