i think both matter but a lot of people underestimate promotion. i have seen great articles get almost no traffic because nobody knew they existed. these days spending time on outreach, social sharing and getting eyes on your content can be just as important as writing it in the first place.

links still help but they do not seem to move rankings as quickly as they used to. in a lot of cases, google seems to be paying more attention to content quality, topical relevance and overall site authority. good links still matter but they work netter when the site foundation is already strong.
