For new accounts you can use antidetect browser with real fingerprints. Unique fingerprints for new eBay accounts are bad.

Both these methods will get new accounts suspendes mostly. You have to look real as much as possible. Make a new account on regular browser with regular fingerprints (No 100% unique fingerprints) with regular IP or 4G/5G. Make some sales, then you can import cookies to antidetect browser and switch.

BS. Make an account in Vietnam. Use some person real data (yours for example). Sell a few items from Vietnam. Then you can switch listing location to US. Make multiple accounts, spread listings between them.
